The year was characterised by stability despite a fall in income

The PRH achieved most of the financial targets for the year 2022 agreed between the agency and the Ministry of Economic Affairs and Employment.

Our financial situation remained stable. There was a decrease in income from ordinary operations but the decline was offset by using deferrable appropriations and by reducing purchases of services.

The income for 2022 (including net income and appropriations from the Budget) totalled EUR 60.5 million, while expenditure amounted to EUR 54.4 million.

Financing structure

The PRH is a net-budgeted agency. This means that most of our operating costs are covered with the fees that we charge for such work as the processing of notifications and applications and for information services. By law, the fees must cover the expenditure incurred by the PRH in carrying out its tasks.

The PRH received EUR 3.4 million in appropriations to cover expenditure arising from the processing of matters related to associations and religious communities. The services performed for these customers are priced below cost for social policy reasons.

The PRH was also granted appropriations for the following tasks: oversight of foundations (EUR 650,000), information disclosure compensation (EUR 214,000), maintenance of the register of industrial property attorneys (EUR 80,000), and the monitoring of collective copyright management (EUR 120,000).

The PRH also had access to an appropriation of EUR 2.3 million to cover the costs of auditor oversight.

To maintain the online service at ytj.fi, we received one million euros as a transfer from the Finnish Tax Administration.

We also received EUR 1.2 million for combating the grey economy, EUR 500,000 for the compensation of cost-free representation information and EUR 230,000 for more effective oversight of foundations. Rental compensation amounted to EUR 35,000.

Total operating income and expenditure

According to the income and expenditure sheet, our income from operations totalled EUR 50.2 million, which consisted almost exclusively of income from ordinary operations.

The income decreased by more than EUR 4 million from the previous year. The decline in income was mainly due to a decrease in the number of trade register notifications and to some extent to a decline in the number of patent applications.

Operating expenditure totalled EUR 51.9 million, a decrease of about EUR 1.5 million from the previous year.

Staff expenses (EUR 29.9 million) were the biggest expenditure item, accounting for half of the total expenditure. Staff expenses increased by EUR 400,000 and the number of personnel by one person-year.

Purchases of services, the second biggest expenditure item, decreased by EUR 1.5 million. It should be noted that the purchases of services have increased substantially over the past few years.

Breakdown of income by result area in 2022

Income from operations totalled EUR 50.2 million in 2022 and they were divided by result area as follows:
  • Enterprises and Corporations EUR 28.3 million
  • Patents and Trademarks EUR 21.8 million
  • Shared Services EUR 0.06 million


Expenditure structure in 2022

Expenditure totalled EUR 54.4 million in 2022 and it was divided as follows:
  • Staff expenses EUR 29.91 million
  • Purchases of services EUR 21.59 million
  • Rents EUR 2.09 million
  • Other expenses EUR 0.58 million
  • Raw materials and consumables EUR 0.22 million


Balance sheet

The balance sheet total on 31 December 2022 was EUR 32.1 million. Balance sheet total increased from 2021 because the balance sheet value of intangible assets grew by EUR 3.9 million.

The assets side of the balance sheet consists almost entirely of capitalised development items of data systems and related IT software.

On the assets side, the majority of the total consists of intangible assets.

The value of incomplete investments rose to about EUR 18 million during the year. Most of them were sub-entities involving the development of information systems, which are expected to be completed in 2023. A total of about EUR 8.5 million was spent on investments in fixed assets (mainly data systems) during the year. Investments increased by EUR 3.8 million from the previous year.

Current receivables, which are included in inventories and current assets, decreased by EUR 500,000 million.

The liabilities side of the balance sheet comprises State equity and the changes in PRH equity in the previous years (totalling EUR 16.7 million).
