Sustainable finances for the benefit of society

Financial responsibility comes under the UN Sustainable Development Goal of peace, justice and strong institutions (16).

The PRH has set itself the following financial and administrative responsibility objectives:

  • Societal impact
  • The PRH makes its investments and purchases sustainably and uses its funds in accordance with the best interest of society
  • Proactive measures are taken to reduce the risk of misconduct.

Financial and administrative responsibility at the PRH also means compliance with the law and up-to-date register data, thus providing customers, companies, organisations and Finnish society at large with maximum customer value.

Stable financial situation continues

The PRH’s financial situation in 2024 was good. However, the forecasts for the PRH’s financial development show that the situation is becoming more difficult. 

Central government savings have also been directed at the operating costs of the PRH. However, demands for developing services and functions continue to mean a need for system investments and the subsequently increasing maintenance costs.

At the beginning of 2025, measures have been launched to ensure the financial balance of the PRH also in the coming years.

The coverage of financial statements in the Trade Register decreased slightly

It is in the interest of society at large and the parties that need financial statements that as many companies as possible submit their financial statements to the Trade Register. With its active and continuously advancing supervision measures, the PRH has aimed to improve the coverage of the financial statements in the register.

In 2024, the coverage decreased slightly from the previous year. This was due to the fact that in autumn 2024, the deletion of companies from the Trade Register on the grounds that the company failed to fulfil its obligation to submit financial statements was suspended. The agency was waiting for a legislative amendment at the beginning of 2025, in which case it was again possible to return the removed company to the register.

In 2024, the data coverage was 94.9%, compared to the higher 96.2% in 2023. In 2022, the coverage was 95.3%, and in 2021 it was 89.8%.


Registration of sustainability auditors and sustainability audit firms started

From the beginning of 2024, the PRH started registering sustainability auditors and sustainability audit firms. After registration, the auditor may use the title ‘authorized sustainability auditor’ (KRT).

Authorized sustainability auditors audit corporate sustainability reports. In the future, companies will report on the sustainability of their business operations using a sustainability report.

Managed risk management

In 2024, the PRH’s risks were managed independently in the result areas based on the development of risk management of preceding years. However, PRH-level policies and centralised support and guidance are still required in order to achieve uniform risk management that is more closely combined with operative activities. At the beginning of 2025, additional resources were allocated to the task.

Openness, transparency and high-quality information are the principles of knowledge management

The PRH’s vision for knowledge management was established at the end of 2022 and the information strategy was adopted in December 2024. 

The information strategy outlines the objectives and principles of knowledge management at the PRH, as well as the current key strategic choices and measures for concretely promoting knowledge management in 2025 and at a more general level in 2026–2028.

Knowledge management aims to systematically utilise information in preparation, decision-making and implementation. Knowledge management can improve the quality, efficiency and effectiveness of operations.

Financially responsible procurement

We systematically inspected sanctions in connection with procurements using a tool introduced in the preceding year. We organised an information event for our personnel on checking sanctions in procurements.

Instructions for contract management

In 2024, we published contract management guidelines intended for everyone involved in the management of contracts in their different roles, such as those acting as the preparer of the contents of contracts, decision-makers, contact persons for contracts, invoice approvers or case inspectors.

The guidelines specify the objectives and responsibilities of the PRH’s contract management and the different components of contract management, as well as the main principles of risk management and reporting. We organised an information event for our staff on the instructions for contract management and its significance in the PRH’s operations.

Contracts ensure the success, integrity and continuity of operations and service provision. Contracts ensure preparedness for disruptions and emergency conditions. Contract and contract validity monitoring ensures the best possible realisation of the contract with the contracting partners by means of contract management.

Information bulletin on responsibility: business responsibility

The business responsibility information bulletin organised for the personnel discussed the promotion of good administrative and business practice and how to do the “right thing”. Compliance with legislation and requirements is also related to business responsibility. 

In the ESG framework, business responsibility and good governance overlap with the areas of responsibility that are essential to the PRH. The objectives of business responsibility are particularly related to the PRH’s stakeholder and service responsibility. The implementation of statutory tasks plays a key role in these.

In the training, we learned that business responsibility and good governance promote fairness, transparency, responsibility and compliance with legislation and regulations. Secondarily, they strengthen the trust of stakeholders in the organisation’s activities.

The objectives of the PRH’s business responsibility are promoted, for example, by strengthening the accessibility and usability of services and by ensuring the quality of register data and the information security of customers.
